Include `GITHUB_TOKEN`/`GITEA_TOKEN` secrets for actions triggered by
pull requests

This makes it consistent with the environment variables which you can
already access

```shell
echo env: $GITHUB_TOKEN
echo expression: ${{ secrets.GITHUB_TOKEN }}
```
